      依據《肯尼亞標準法令》第496章（Standards Act Cap 496,laws of Kenya）和2005年7月發(fā)布 的《第78號進(jìn)口產(chǎn)品質(zhì)量法令》（Quality Imports Order No.78）,為確保進(jìn)口產(chǎn)品的質(zhì)量，為肯尼亞 消費者提供安全、健康、環(huán)境等方面的保護，肯尼亞標準局（KEBS）于2005年9月29日開(kāi)始實(shí)施出口 前標準符合性驗證計劃（PVoC）。 

      在實(shí)施PVoC計劃之前，肯尼亞采取對進(jìn)口貨物實(shí)行到貨驗證制度，但容易導致貨物進(jìn)港的延遲，而 且對于不合格的產(chǎn)品，KEBS還需將其遣返或以不污染環(huán)境的方式銷(xiāo)毀而造成額外負擔。因此，從2005年起開(kāi)始采用PVoC這種出貨前驗證的方式。 

市場(chǎng)準入要求 

      肯尼亞標準局（KEBS）于2005年9月29日開(kāi)始實(shí)施出口前標準符合性驗證計劃（PVoC）。PVoC目錄內的產(chǎn)品必須在出貨前獲得符合性證書(shū)（CoC），到港時(shí)提供給肯尼亞海關(guān)，否則將無(wú)法入境。如果沒(méi)有CoC 特殊情況下可由KEBS決定對該批貨物實(shí)施檢驗，并處以罰款。 

適用范圍 

      標準符合性驗證計劃PVoC覆蓋電子電器產(chǎn)品、玩具、汽車(chē)、食品、化學(xué)物品、紡織皮革、家具、建筑原料、二手產(chǎn)品等14大類(lèi)。

認證流程 

PVoC 包括以下關(guān)鍵要素： 

——貨物裝運前檢查； 

——在具備認可資格的實(shí)驗室進(jìn)行檢測、評估； 

——審查產(chǎn)品生產(chǎn)過(guò)程； 

——文件符合性檢查； 

——對測試報告與標準符合性的審核。 

獲得PVoC認證有三種方式： 

方式 a）：每批貨物檢驗及測試出口商聯(lián)系所在國的PVoC辦事處，提交填寫(xiě)好的認證申請書(shū)（RFC）和本批貨物的形成發(fā)票，或者由肯尼亞進(jìn)口商提交進(jìn)口聲明表格（IDF）和形成發(fā)票復印件，啟動(dòng)PVoC過(guò)程。PVoC辦事處對貨物進(jìn)行檢驗，確認其是否滿(mǎn)足肯尼亞標準/技術(shù)規范的要求，并抽取樣品進(jìn)行測試，如果 測試結果合格，將根據進(jìn)口商提供的貨物最終發(fā)票頒發(fā)CoC證書(shū)（對于航空運輸，允許根據形式發(fā)票頒發(fā)證書(shū)）。 方式a）的CoC證書(shū)有效期為90天，只對該批次的貨物有效。食品、藥品、化學(xué)物品只能使用方式a）。 

方式b)：產(chǎn)品注冊、檢驗及有限測試如果同樣一種產(chǎn)品多次出口到肯尼亞，建議使用方式b）。出口商向PVoC登記、許可/認證中心提出申請，提交產(chǎn)品符合肯尼亞標準/技術(shù)規范或國際標準的自我聲明，以及由按照ISO/IEC標準認可的實(shí)驗室出具的產(chǎn)品測試報告、ISO 9000 證書(shū)等技術(shù)支持文件。PVoC登記、許可/認證中心審核出口商提交的文件，如發(fā)現問(wèn)題，將要求整改。確認產(chǎn)品滿(mǎn)足要求后，PVoC中心將頒布產(chǎn)品登記證。出貨時(shí)出口商應向PVoC辦事處提交產(chǎn)品登記證復印件、認證申請書(shū)和貨物的形式發(fā)票，PVoC辦事處同樣要對貨物進(jìn)行檢驗，但只對個(gè)別批次抽樣測試。出口商還需提供貨物最終發(fā)票，PVoC辦事處審核各種文件后頒發(fā)CoC證書(shū)。產(chǎn)品登記證有效期1年，產(chǎn)品須持續滿(mǎn)足登記要求。如果產(chǎn)品進(jìn)行了修改，修改后的產(chǎn)品也必須相應進(jìn)行產(chǎn)品登記證的修改。 

方式c)：產(chǎn)品認可產(chǎn)品登記后如果質(zhì)量穩定，在較長(cháng)時(shí)間內持續滿(mǎn)足符合性要求，可向PVoC登記、許可/認證中心申請許可證。PVoC中心將審核產(chǎn)品的測試報告，必要時(shí)進(jìn)行補充試驗。另外，還將對工廠(chǎng)的生產(chǎn)設施進(jìn)行檢查。經(jīng)過(guò)以上各步驟的審核后，制造商將獲得這種類(lèi)型產(chǎn)品的許可證。以后產(chǎn)品在出口時(shí)，制造商只需要提供認證申請書(shū)（RFC）、最終商業(yè)發(fā)票及許可證復印件，PVoC辦事處即可頒發(fā)證書(shū)，無(wú)需每次驗貨和產(chǎn)品測試。為監督產(chǎn)品的符合性，PVoC辦事處保留抽驗已獲許可的產(chǎn)品的權利，但事先會(huì )通知出口商。如果產(chǎn)品持續滿(mǎn)足要求，許可證可以每年更新，更新時(shí)將對工廠(chǎng)的生產(chǎn)設施進(jìn)行監督檢查。如果產(chǎn)品進(jìn)行了修改，須申請重新登記。 

提示： 

1．電網(wǎng)電壓230V，頻率50HZ； 

2．所有二手車(chē)輛須符合KS 1515：2000及其他肯尼亞標準或技術(shù)規范； 

3．集裝箱貨物需執行封箱檢驗。

肯尼亞KEBS開(kāi)始為其合作的政府機構監管產(chǎn)品提供PVoC服務(wù)

根據2019年6月4日肯尼亞發(fā)布的政府公告OP/CAB9/83A，為了確保所有進(jìn)口到肯尼亞的產(chǎn)品都嚴格符合國家要求，由以下11家政府機構監管的貨物也將開(kāi)始按照肯尼亞標準局KEBS（Kenyan Bureau of Standards）實(shí)施的出口前符合性評定方案 PVoC (Pre-Export Verification of Conformity)進(jìn)行管控。貨品在清關(guān)時(shí)需提供一張Enriched CoC，以證明該商品符合肯尼亞適用的有關(guān)標準和技術(shù)法規。
